Resumo

The aviation industry plays a critical role in the global economy, necessitating a comprehensive approach to address safety challenges. This paper presents an integrated methodology combining the Analytic Hierarchy Process (AHP) and the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) for the systematic selection of High Risk Categories of Occurrences (HRC) in civil aviation. By leveraging the strengths of both methodologies, the proposed framework facili- tates a holistic evaluation of risk factors inherent to the aviation domain. The study aims to enhance the National Aviation Safety Plan (NASP) by identifying critical HRC and prioritizing them based on their risk levels, incorporating expert judgment and data-driven decision-making. Previous stud- ies in related domains have demonstrated the efficacy of integrated multi-criteria decision-making methodologies. The integration of AHP and TOPSIS methodologies presents a robust and systematic approach to address aviation safety challenges, with opportunities for future research to expand de- cision criteria, incorporate real-time data, and establish feedback loops to continually enhance safety performance.
